Rollo discovers he needs a permit to roll -- the one thing beetles do. The Oracle adds that the permit requires proof of rest. So to work, he must prove he stopped working, but to prove he stopped working, he'd need to stop working, which he can't do without a permit. You've been asked to complete a training module before being allowed to do the job you were already doing.
