Reading It

Rollo observes that the rules are different inside. The Oracle calls them 'optimized for clarity.' Rollo says he can't read them. Rules that are optimized for clarity but illegible to the people they govern are not rules -- they're decorations that justify enforcement. You've been handed a policy document formatted in language so dense it might as well be encrypted.
