Badge tries to apologize: 'I thought I was helping.' Rollo cuts through it: 'You were reporting.' Badge's follow-up -- 'Isn't that the same?' -- shows how completely the system has fused help and surveillance in his mind. Rollo's flat 'No' is a complete sentence. You've had to explain to someone that monitoring isn't mentoring.
